Animal Feeding Operations (AFO)
Purpose of the Ordinance
The purpose of the Kosciusko County Animal Feeding Operations (AFO) Ordinance is to regulate the development, location, and operation of Animal Feeding Operations (AFOs) in Kosciusko County, Indiana, in order to:
- Protect the health, safety, and welfare of residents and other AFOs
- Preserve water quality
- Ensure compliance with all applicable state and local regulations
All proposed AFOs shall meet or exceed all applicable standards.
What Is an Animal Feeding Operation (AFO)?
An Animal Feeding Operation (AFO) is defined as a facility, lot, or premises where:
- Animals (other than aquatic animals) are confined, fed, or maintained for forty-five (45) days or more in any twelve (12)-month period, and
- The number of animals totals at least 299, including:
- Dairy cattle
- Beef cattle
- Calves
- Swine
- Horses
- Sheep
- Goats
- Turkeys
- Chickens
- Ducks
Kennels are not included.
Confined Feeding Operations (CFOs)
For purposes of this Ordinance, and consistent with:
- Indiana Department of Environmental Management (IDEM) regulations
- Indiana Code §13-11-2-40
- 327 IAC 19-2-7
A Confined Feeding Operation (CFO) shall be considered an AFO and is subject to Kosciusko County Area Planning Commission regulations.

In addition to county approval, all AFOs must comply with applicable Indiana Administrative Code requirements, including but not limited to the following:
Manure Storage Structures
All manure storage structures shall comply with the technical design and construction standards established under:

Fertilizer and Manure Application Requirements
All AFOs shall comply with fertilizer and manure application rules administered by the Office of Indiana State Chemist (OISC) under:

Dead Animal Disposal Requirements
AFOs shall comply with dead animal disposal requirements administered by the Indiana State Board of Animal Health (BOAH) under:

The Indiana State Board of Animal Health (BOAH) administers Premises Identification requirements under:
