    Deputy - Clerk

    Full-Time - 37.5 hours, 8:00 AM - 4:30 PM

    Starting Wage: $19.44

    Responsibilities:

    • Process and sort files and orders from the Court, such as bench warrants, body attachments, citations, garnishment orders, executions, orders of sale, bankruptcy stays, discharge orders, notices, and summons including numbering files, receipt payments, obtain court dates, complete forms, mail service to appropriate parties, enter information on computer, and type labels.
    • Sort new filings, proceeding supplemental, various filings that come in over counter, send list to Judge's Court Reporter to obtain and/or approve court dates. Match filings with corresponding files and forwards.
    • Prepare quarterly court statistic reports on state computer program.
    • Sort mail and process and file returns, such as certified mail cards and Sheriff's service.

    Probation Officer - Probation

    Full-Time - 37.5 hours 

    Starting Wage: $42,311/yr + depending on experience

    Responsibilities:

    • Supervise and assist individuals that are place on probation by all suitable methods including, but not limited to, conduct home visits, employment contacts, collect samples for random drug testing, maintain contact with counseling and other social service agencies, perform crisis management and mediation as needed, in accordance with I.C. 11-13-1-3.
    • Furnish each person placed on probation a written statement of the conditions of probation and instruct them regarding the conditions of probation. I.C. 11-13-1-3
    • Assess individuals after arrest, complete any assessments, including Pre-Trial Risk Assessment and the ODARA Assessment per Criminal Rule 26.  If a hearing is required, the Probation Officer is responsible for preparing the Court, Prosecuting Attorney, and Defense Council with the information regarding the hearing.
    • Prepare and file Pre-Trial Reports for the Court in accordance to assessment to aid the Court in a bond decision.
    • Notify Prosecutor's Office daily of Probable Cause Arrests and eligibility for CR 26 Pre-Trial Release.
    • Complete risk assessments in accordance with Indiana Risk Assessment (IRAS). Participate in mandatory communication with the Indiana Court Information Technology Extranet (INcite) to complete said risk assessments, per Indiana Probation Standards.
    • Maintain Certification for INcite.
    • Occasionally serve on 24-hour call, respond to emergencies as needed.

    Qualifications:

    • Bachelor's Degree in criminal justice or related field.
    • Must be 21 years of age.
    • The ability to pass the Certified Probation officer certification by the Indiana Office of Court Services.

    Conservation Program/Field Technician - Soil & Water Conservation District (SWCD)

    Full-Time - 8:00 AM - 4:00 PM - 37.5 hours

    Starting Wage: $25.00

    Responsibilities:

    • Assist with grant application, implementation, and reporting (e.g. Lake and River Enhancement -LARE, Clean Water Indiana -CWI, Environment Protection Agency - EPA. 319), including working with landowners, developing conservation plans, conducting field inspections, and tracking work.
    • Review Indiana's Stormwater Pollution Protection Erosion Control plans and conduct onsite inspections for soil erosion control and water quality on construction sites.
    • Collaborate with IDEM and County Planning Office, consult with developers and contractors ensuring state and county policies and specifications are being met on construction sites.
    • Make workload and data entries for analysis on state Share Point program for SWCD's.
    • Provide technical information and assistance to the public with other agencies related to local, state, and federal conservation programs, including, but not limited to, grazing management, warm season grass projects, erosion control, wildlife habitat, water quality/quantity, and wetlands.
    • Investigate erosion problems and complaints, including field/onsite inspections, and offer assistance for remediation.
    • Maintain and update SWCD program files, maps, forms, and assist the public with related inquiries.

    • Assist with field days, workshops, tours, and other educational and informational programs.
    • Assist with onsite field work for local, state, and federal conservation programs, including surveying, collecting data, inspecting projects for compliance with contracts, policies, and specifications.
    • Coordinate annual county tillage transect and cover crop/tillage transect in the fall.  Collaborate with Indiana State Department of Agriculture (ISDA) to record and submit data.
    • Coordinate food plot seed program and consult with landowners with seeding and plot recommendations.

    Qualifications:

    • Associate or Bachelor's degree in agriculture, natural resource management, or closely related field, or equivalent combination of education and previous related experience.
    • Ability to obtain and maintain E Authorization certification from USDA to assist with USDA federal programs.
    • Possession of state and federal training, certifications. Obtain UTV safety training and certification.
    • Obtain drone training, license, and certification.
    • Ability to obtain and maintain conservation planning certification from USDA-NRCS.

    Emergency Management Coordinator - EMA (Emergency Management Agency)

    Part-Time - 25 hours

    Starting Wage: $25.00+

    Responsibilities:

    • Assist in developing the Kosciusko County Emergency Management Plan, address potential disasters, minimize or prevent injury or damage to persons or properties, protect and restore to usefulness government services and public utilities necessary for the health, safety, and general welfare of public.
    • Provide oversight for volunteer teams and supervise and direct Department personnel, including make work assignments, evaluate work performance, train, and provide corrective instruction.
    • Assist Director to identify grant monies including collect data and compile reports.
    • Inspect accident sites, such as chemical spills and truck wrecks, assess threats to public health, collaborate with County Health Department and Conservation to assess chemical spills on area lakes and rivers and inspect water levels.
    • Assist to coordinate activities, and maintain readiness of the Emergency Operations Center (EOC), to ensure equipment is operational, and maintain communications with news media and local, State and Federal authorities during declared emergencies, such as tornadoes, earthquakes, snow storms, and chemical spills.

    • Possession of, or ability to acquire and maintain certification in FEMA Professional Development Series, National Incident Management Systems NIMS), Indiana Grants Management Systems (IGMS), WEBEOC, Computer Aided Management of Emergency (CAMEO), and other applicable certifications required.

    Responsibilities:

    • Supervise and direct assigned personnel, including interviewing candidates, contractors, and vendors, make hiring recommendations, plan and make work assignments, monitor work, evaluate performance, and maintain discipline.
    • Respond to and investigate drainage problems and complaints, including providing assistance, making field inspections and meeting with property owners, contractors, and vendors.
    • Supervise notification of property owners upcoming drainage projects as required.  Coordinate time schedules and communicates with property owners and contractors.

    Title IV-D Caseworker - Prosecutor

    Full-Time - 37.5 hours - 8:00 AM - 4:30 PM (Monday-Friday)

    Responsibilities:

    • Responsible for investigating, establishing and enforcing child support obligations.
    • Interview and assist AFDC and Medicaid recipients and Title IV-D service applicants in preparation for enforcement action, including explaining Title IV-D policies and procedures, completing applications and forms.
    • Prepare/dictate various documents for establishing and enforcing child support and filings in court, such as correspondence, pleadings, petitions, and summons, and file documents accordingly, including conducting research and investigations.
    • Prepare cases for court hearings, and calculate child support delinquencies and orders according to state guidelines.
    • Respond to telephone and office inquiries regarding Title IV-D policies and procedures, and resolve problems related to individual cases.
    • Maintain communication with various agencies and individuals in obtaining information and resolving problems, including state and county welfare departments, attorneys, caseworkers, absent parents, clerk of child support and other child support enforcement offices.     Responsibilities: 

    • Enforce local and state laws by implementing effective policy for the prevention and investigation of crimes to protect the lives and property of the people.
    • Regularly patrol all roads within the County and other designated areas, ensuring the security of residences and businesses, investigate and report suspicious or unlawful activities, and perform necessary actions to ensure the proper enforcement of applicable laws.
    • Monitor radio and other communication devices and respond to citizens' calls of distress and complaints of alleged unlawful activity.  Assess and bring situations under control and take statements from victims and witnesses.  Provide appropriate assistance and unsure the lawful apprehension and arrest of criminal offenders as required by law.

    Work Release Officer

    Responsibilities:

    • Enforce local, state and federal laws by implementing effective policy to protect the lives and property of the people.
    • Check inmates in and out of facility to be released for work, give breathalyzer tests, and search for weapons and other contraband when returning to the facility.  Perform weekly comparison of inmates work hours and time spent out of facility.
    • Drive inmates to bank and court.  Maintain contact with inmates utilizing Sunday pass.
    • Dispense prescribed medications and maintain accurate medication logs.

    Responsibilities:

    • Serve as Jail Officer for the Kosciusko County Jail, responsible for maintaining security and order within the facility.

    Qualifications:

    • High school diploma/HSE
    • Enforce local, state and federal laws by implementing effective policy to protect the lives and property of the people.
    • Maintain interior and exterior security of jail facility, including monitoring surveillance cameras, operating electronic and digital door controls, monitoring activities of detainees, and conducting patrols.  Maintain accurate accounting of all detainees, including conducting periodic cell checks, roll calls, head counts of detainees in assigned areas and opening and closing of cell block doors.
    • Perform booking procedures of individuals being detained, including photographing, fingerprinting, entering required information on the computer, completing required forms and intake reports, receiving and receipting money and personal property, and searching detainees for weapons and contraband.  Register sex offenders.
    • Perform bonding procedures by completing required forms, receiving and receipting bond money, writing check to Clerk of the Courts, returning personal belongings and releasing detainee.
    • Oversee detainee in allowable activities, such as telephone calls, commissary purchases, counsel, and family visitations.  Distribute daily meals and ensure all trays are removed from cellblocks.  Ensure personal hygiene of detainees and cleanliness of cell areas, accounting for all cleaning supplies and equipment issued to detainees.
    • Provide detainees with prescribed medications according to orders of physician. Follow department procedures to ensure detainees receive proper medical attention.
    • Ensure compliance with facility rules and regulations, record and report inappropriate behavior to appropriate department personnel, and take appropriate action to correct any problems that arise.  Properly secure and/or physically restrain violent and uncontrollable detainees as situations demand.
    • Transport and/or escort individuals detained by the County to various locations including court, Department of Corrections, or medical facilities and hospitals, appointments, recreation, library and other meeting activities.
    • Supervise and direct daily activities of Trustees, including making work assignment and assuring proper accomplishments of duties.
    • Respond to inquiries from family members, attorneys and members of the general public regarding visitation and status of individual detainees.
    • Respond to detainee grievances following established chain of command procedures.
    • Maintain and update institution logs, incident reports, daily activity reports, booking/release records and medical records.  Submit all reports and summaries of activities according to established Department deadlines.
